At age 14, according to the laws in Georgia, a child may choose which parent to live with. There are other factors involved, health, education, etc. The issue has to be dicussed with a lawyer and a petition made to the court. If the judge agrees, then the custody agreement is amended and custody changes.

Yes. If they want to make it on their own or with Dad, to stop them from benefiting financially for "running away" to Dad's or whetever, you make them file emancipation with the court. That way you're not responsible for them anymore and Dad can't make you pay him child support.

well for Califonia specificly I don't know but when my parents got divorced I was told I could decide when I was 14 but if you want to move in with a parent who say no you cant for example I wanted to move in with my dad he said no so I couldn't but If lets say you want to move in with your dad and your mom says no but your dad says its ok then you still can move in with your dad. You still have to go through the court system to make it official.

Can a 17 year old move in with her mom when her dad has costody?

It depends on the state you live in and what the laws are that govern that state. In most cases, the child can not just live with one parent, because the custody belongs to the other parent. That child can wait until the age of 18, to move-in with the other parent or that child can ask the court to move with the other parent.
