At 16 you are still a minor and therefore your parents have the authority to decide where you live. In regard to emancipation, just be aware that not every state has emancipation laws.
I think in most states the 16 year old would have to have parents written consent or be emanicipated, which most parents won't do. The 16 year old would be considered a run away. Pregnant or not most states still consider the 16 year old a minor. Not to mention what kind of trouble the 18 year old could get into if charges would be pressed. If your 16 and pregnant you can go to Maryland and get married without parental consent. Then techlically your married and nobody can touch you. I did a lot of research on it b/c I'm kind of in the same boat. Do not run off to another state to get married without considering all the consequences. For example...taking a minor across state lines without parental permission.

A 16 year old girl can not move out of her parents house to go and live with her 18 year old boyfriend, because she is not of age and she is not grown. DSS can and will step in if the parents allow this young lady to move. If she attemps to run away from home and move in DSS will remove her from the home.
