Can a 17-year-old be married by a judge with her parents' consent and if so what would be the cost in Iowa?

[Edit]

Answer

The parents have to appear at the time the minor applies for the marriage license.

If the minor receives a license to marry then the ceremony can be done by a judge or magistrate.

The licensing clerk can inform the couple of the cost of a civil ceremony.
