Generally, no. The age of majority in most US states and Western countries is 18. That's when you're considered a legal adult and you can make all your own decisions. In some cases a minor can be legally emancipated, but if you're still in high school it is unlikely that you will be granted emancipation.
As far as I know you must be 18 to move out of your parents home and in a few states you have to be 19 or 21 before you are considered an adult. I don't understand why a teenager would need to move out of their home. Some advice, the grass is usually not greener on the other side of the fence so think before you cross over the fence.

A 17-year-old is not a woman, she is a minor, and therefore, no, she cannot move out without her parents permission unless she has been legally emancipated.
you have to be 18 to legally move out of your parents house without there permission and they technically can't make you stay because you aren't a minor and they have no control over you.
