Two 16-year olds cannot rent a flat. You are going to need to be at least 18 years of age. Some places will require you to be even older than 18 in order to rent from them.

It depends entirely on where you are. Some countries have legislation that prohibits under a certain age. You need to check your local ordinances.

Can an emancipated 17 year old sign a contract in FL?

Yes, they can, but that does not mean that a person/company has to allow it. For example, if you want to rent an apartment and their policy is that they do not rent to minors (even ones who are emancipated), that's perfectly legal.

If a parent has bad credit can they still rent an apartment for their 17 year old?

Yes but it might not be one where the apartment is managed by a Real Estate company or other management. You can easily rent one in a house where the landlord also lives. That's because a management company will check your credit report.

Generally, anyone under the age of 18 cannot enter a legal binding contract. A lease is such a contract. So no apartment complex would ever lease to a 17-year-old.
