Yes. Anyone can get a shock from putting anything into a wall outlet. There are many methods of protection against children doing this, and a major reason for the requiring of tamper-proof (childproof) receptacles by the 2008 NEC. My advice would be to find a supplier that has tamper proof receptacles and put them in. If you're especially worried, protect the receptacles with a GFCI breaker.
