I cannot answer the question for the state of Illinois; however, most states are similar and it would be best to call your local police department (preferably the state police). Indiana allows toddlers to be in the cab of a pickup as long as they are in a child seat or booster seat (depending on the size and age of the child).

We would need to know the state. You may want to call your police department and ask them about it, they can also help you put it in right. I know where I am, you can't put a child in the front seat of any truck or car.
You can drive anywhere in N. America that you wish.
No. Riding in the back of a truck is NOT legal in Illinois.

The law states that children under the age of 8 must be secured in an approved child safety seat. 8 years and older just need to be secured with a seat belt. There is no specification as to front or rear row seating.
