Foster children are generally placed through the state they reside in. Foster parents are certified through the state. So, no, unless there is a court ruling allowing the move, it is not legal to move to another state with a foster child.

Yes. This will happen for several reasons

  1. at the child's request, if there are repeated problems with the foster parents
  2. at the foster parents' request
  3. in order to split siblings that need to be split (per therapist recommendation)
  4. in order to reunite siblings that have been separated
  5. abuse report on foster parent(s)
