yes. Just hook it up to the computer hardware. But you cant't get cabel or watch a tape on it. there are converters that convert NTSC signal into computer signal. However they run around $100-$150. update June 27, '07: my Grandtec GVC-1000 cost only $60 and works very nicely. It even has a remote control. It has inputs from Composite Video (RCA plug), S-Video, and VGA, and output to VGA. So you can use it to switch between VCR, DVD player, and computer, all through the same monitor. The VCR or DVD player provide the TV channels if you want them. And my computer monitor has much better resolution than my old t.v. did. you can buy a 'Scart to VGA SyncBlaster Cable' from Maplin Electronics

∙ 16y agoIt's possible, but unlikely for several reasons:
Computer Monitors normally have a VGA connector in which the signal has red, green, blue, horozontal and vertical sync signals. TV signals normally have a single signal cable or might have red, green and blue with a combined H and V sync that the PC monitor won't recognise.
Broadcast display frequencies are often lower than a PC monitor can accept. In Europe, TV frame rate is 50Hz and almost no PC monitor can scan at that frequency.
Finally, the persistance of the phospher (the screen coating) is much longer on computer monitors than standard TVs. There tends to be a trail behind moving objects as the image takes time to fade.
Although I have used PC monitors for TV signals, it isn't something I would want to spend a lot of time trying these days.

∙ 13y agoSometimes. All TV's now are 'flat panel' TV's, but a flat panel display could also mean a computer monitor (no TV tuner) or a commercial display panel for installation purposes (no tuner either).
