No, a felon is not supposed to carry a gun at all.

But.... After several years many states will allow you to request clemency from the state governor. If your crime was not a violent crime and enough time has passed and you have shown that you are no longer a criminal or getting into trouble you may recieve these priveleges back. In wisconsin there are several clemencies issued per year on an individual basis.
