No child can be removed from parental custody w/o valid proof of abuse or neglect. A doctor (as can any person) may file a complaint to DFS or Social Services concerning the welfare of a child(ren). If such a complaint is found to have validity, Athechild can be taken into temporary custody by the state. A court hearing is set and the parties are given the opportunity to present substatiating evidence or defense.
