yes. Just hook it up to the computer hardware. But you cant't get cabel or watch a tape on it.

there are converters that convert NTSC signal into computer signal. However they run around $100-$150.
update June 27, '07: my Grandtec GVC-1000 cost only $60 and works very nicely. It even has a remote control. It has inputs from Composite Video (RCA plug), S-Video, and VGA, and output to VGA. So you can use it to switch between VCR, DVD player, and computer, all through the same monitor. The VCR or DVD player provide the TV channels if you want them. And my computer monitor has much better resolution than my old t.v. did.
