If the dogs can't join on their own, without human assistance, it's probably a good sign that they are not meant to mate naturally, or genetically. Almost anytime two dogs have a large difference in size they shouldn't be bred together, especially if the female is the smaller of the two. Some experienced breeders will attempt this, but they are careful of the match between the dogs, and hyper vigilant during delivery. Giving birth is hard enough work, no need to compound the problems the mother could face, not to mention the risk to the puppies.

If the boy is at least 3 years old and the girl has been in heat then yes.

If the size difference is too much, it is unlikely that the male will manage to get it right by himself. It would take artificial insemination by a vet to produce such an offspring.

Male dogs don't get pregnant.

But small male dogs can get big female dogs pregnant as long as he can reach.

It's possible, but not sensible. Cruel even. The pups will take some of their size from the father, which will make pregnancy and delivery difficult for both mother and pups.
