If you are referring to a male off-duty officer taking police action against a subject they are arresting or otherwise lawfully restraining, if need be, yes, they can. A police officer is never completely "off duty." Their oath of office requires that they enforce the law 24/7/365 if they see a criminal act taking place in their presence. The sex or age of the subject makes no difference whatsoever.
On the other hand, if no police action was involved the act could constitute an Assault under the law, and if the assaulted person files a report or complaint, the officer would not be protected by his oath of office under such a situation.
