A police report is not amended. The officer's report remains as it was when the officer filled it out. There is a possibility that an officer might produce a supplemental report which has additional or new information. Now the charges themselves might be amended by the prosecutor's office or the judge, after hearing the evidence can find that what happened constitutes a lesser included offense. This means the judge determined that conduct did not rise to the level of the offense charged, but that all the elements of criminal liability were met for a charge that has smaller penalties.
