Porcupines cannot throw their quills. However, the quills are designed to come out easily and stick into whatever attacks the porcupine. This makes it seem as if the porcupine has thrown the quills. Really, all that happens is that the slightest touch ends up with a bunch of quills stuck into the animal who is attacking.
