First of all you shouldn't be thinking of marriage in the first place even if you've had a child at such an early age. Marriage is complicated and it takes maturity to make it work. A 15yr old is not mature enough to handle it nor are they mature enough to be parents. Listen to your Mother, she's probably trying to protect you.
The pregnant minor is in all likelihood beneath the AOC. Therefore, criminal charges are possible, but it is not the mother's decision if such charges will be pursued. The mother can file a complaint and what if any action taken will depend upon the decision of the state prosecutor.
In some states it is possible for a pregnant minor to marry without parental consent. However, under the circumstances cited, permission would probably need to be obtained from a circuit or superior court judge.
