In the United States, there is no presidential election on a federal level, so it cannot be cancelled. Instead, each state selects Electors based upon its own process, and these Electors convene in the Electoral College to actually select the president. Most people do not understand this process, since the actual candidates' names appear upon the ballot instead of those of the Electors, and all of the elections are held on the same day in November. An individual state could cancel or reschedule its own election, but the scope and magnitude of the ensuing scandal would render this step unlikely in the extreme. Various groups periodically attempt to abolish the Electoral College, but this would require a constitutional amendment, a very difficult process. Note well, however, that the foregoing presumes that the government in power recognizes the constitution as binding; all three branches of government have with rapidly increasing frequency chosen to ignore the Constitution and do as they please. The real question: Could they get away with it?
