If the mentally ill child or children cannot fend for themselves, yes it would be considered neglect. For example, if the mentally ill child cannot reason well and does not know the right steps to take in an emergency, the child is too impaired to be left home alone--day or night. If something happened to a sufficiently impaired child, it may be abuse and neglect.
