A Sun Star plant grows from a bulb like a Amaryllis, so it has a dormant period. When the Sun Star leaves begin to die back in early summer gradually reduce watering and allow the plant to begin dry out. You must reach a stage in summer where you do not water the Sun Star at all. The rainy season in Africa begins in October so be sure your bulb is dormant 3 month prior. Do not water the bulb while it is dormant. Between October and November you can wait for it to show growth like a Amaryllis or lightly mist the bulb to induce growth. At this stage the soil should never be wet but slightly moist. Keep in mind the seasons in Africa are the inverse of those in North America so growth beginning in winter for this bulb like the Amaryllis is standard.

Plants that live for a year are annuals.
They are grown as annuals.
Yes, you can plant a tulip that has sprouted although obviously it is better to do so before this happens. Take care not to snap the roots while planting, and they will do a lot better than if you don't plant them. You can place it indoors if it can receive enough light, but once flowering has finished, it is best outdoors to enable it to receive the maximum amount of sun. Then it can store up reserves for next year's growth.
Perennials live for several years. They live through (per) the year. Annuals live for one season.
It depends on the plant, some plants live one year(flowers) some live two years(carrots) and even some others(trees) live for hundreds of years.

no The original plant will only, as the name explains, live for one growing season but seed from the plant will grow the next year if conditions are right.
The beginning of the little dipper is the north star, if you live in the northern hemisphere you can see the north star all year round so you can see the little dipper all year round.
