There is no prohibition against the election of senators or congressmen who have criminal records. The only exception is in the case of treason. In many cases, the Senate or the House of Representatives will expel a member who has been convicted of a felony.
However, there are a number of sitting members of the House of Representatives who have in the past been convicted of various crimes including bribery, and it is up to the House of Representatives to discipline them. If the leadership of the House does nothing, then that's the end of it.
