As far as employers are concerned, it is routine for them to gather information about ALL employees--- regardless of which department in their organization gets that information. Some of that information is gathered from the job application you fill out; and, some of the information is needed by law. Some is needed in order to keep records properly. Some is needed to substantiate your qualifications as pertain to a particular job. The "Risk Management" department can get the information needed, most likely, without your consent. Your SSN is on file in order for your Social Security Account to be credited with the proper amount of blips each time your pay is figured. Your driver's licence proves to many people who you are--- It is identification... Your DOB is on your job application. So is your gender, most likely, as well as your ethnicity. All of this information, as well as your telephone number, address, and next-of-kin they have... Most places, now, also have your credit score--- And, with Direct-Deposit, your bank checking-account number. Most employers now routinely also do a background check on their employees; and, as a result, they have your arrest record... Many will tell you that you need not surrender all of this information; and, while that may be true to some extent, it is also true that no company is required to extend any job offer to anyone--- and customarily weeds-out those whom the company in question deems to be hiding something, or is non-compliant with "reasonable" company requests.
