no, because you need a social security number

depends on what state you are in, though most states are requiring SSN's now. in oregon i do not think you have to have a SSN, and i believe in WA you dont have to have one either. you will need other "supporting" documents to prove you live in that state, mail, checks, credit cards/bank card, any ID's and stuff like that.

Now that immigration laws are being tightened up and aggressively enforced, all states require anyone applying for a driver license or state issued ID card must have documentation proving they are of legal US status.
