Yes. Your phone must be running Android 2.2 "Froyo" or a newer version of Android to run Adobe Flash Player.
However, Adobe has decided to discontinue Flash on the Android platform with the release of Android 4.0 "Ice Cream Sandwich." You can still download and run Flash just fine, and they will continue to release security updates, but future versions of Flash Player will not be released on Android.
I am glad to say that, yes, it does. It currently runs the latest update of Adobe flash, which is currently Adobe Flash Player 11. It also has some applications to run .swf files (usually flash games). It also has some video players that play flash video (the video with the file extension .flv).
Because HTML5 has become the standard, you can no longer be able to download Flash Player in the Google Play Store. You can download and install Flash Player thru Adobe directly in their Archived Flash Player Versions page.

The R101 uses the Android operating system. Adobe are working on a Flash Player for Android devices (See links below) but it will require Android version 2.2 or later. It is unlikely (but not definitely so) that the R101 will support Flash. The later R301 may be a better bet but even that may be on the dubious list for Flash support.
