Im not sure animals can actually have Down syndrome, but they can always have birth disorders. Although there is also one recorded case of a cat believed to have down syndrome.

Cats only posess 19 chromosomes, therefore, cannot technically have "trisomy 21", more commonly called Down syndrome in humans. However, they can have the feline equivalent somewhere in their chromosomes, since a trisomy is simply an extra copy of a chromosome. So yes, it is possible, as it is for any living thing posessing trisomes, to have an extra copy of one, causing similar birth defects of other human syndromes.
