Initially, a monster who can only be special summoned, may only reach the field by following the method on its card - unless an effect specifically states otherwise.
As for reviving them from the graveyard, there are two subsets of special summon-only monsters. They are;
"Can only be Special Summoned by..."
If this kind of monster is properly special summoned by the listed method, you can bring it back with cards like Monster Reborn. The two Envoys belong to this group, as do all Rituals, Fusions and Synchros by default, except for a few who have text that include them in the second group below.

If you do this, and it is later destroyed, then you cannot summon it from the graveyard with the same method, as it only works in hand. But as a 'special summon only' monster, you can bring it back with cards like Monster Reborn. (unlike 'cannot be special summoned except by' monsters, who cannot).

there is no way you can get the card in your deck only by ritual (black luster ritual) ... x2 monster with 1500 atk or less with gaia the fierce knight. u can get the ritual card when its in the graveyard while u r facing yugi and u get it by the slot graveyard

You can find it on many online market sites (ebay, amazon etc.) If you mean Black Luster Soldier - Envoy of the Beginning, that was featured in Invasion of Chaos originally and can now be found in the Gold Series 4 packs, and also the Legendary Collection 2 (However BLS - Envoy of the Beginning is Forbidden in Traditional Format).
