Yes it can. Sometimes inexperiences young women, or women that have changed their mind may be in the heat of passion and decide to say no because she is out of her depth and know it, but if the man involved doesn't listen after telling him no twice then it's rape.

Is it rape when a guy asks to have sex with you and got angry at you because you didn't so you did have sex with him in the end? Having sex with an underage person is rape -- even if it is consensual and even if they lie about their age?
