Yes, convicted felons can vote in the State of New York if they are no longer in jail and no longer on parole. In other words, if you committed a felony, came out of jail, and you are no longer on parole, you can vote. Thing is, the ex-offender must re-register to vote. Plus, because this not common knowledge in New York, most convicted felons believe that they have lost the right to vote forever. Disenfranchising American felons is allowed in some states, but not New York State.

Yes they can. Several states allow this, as all should. No one found guilty of ANY crime, save Election Fraud should have their voting rights taken away after serving their sentence.

Added: The above is true IN New Jersey but only if the felon has successfully completed the FULL term of their sentence including probation or parole, and is no longer any type of supervision whatsoever.

That depends on which state they reside in. Some allow felons to vote even while incarcerated, while others never restore voting rights, even after the sentence is completed. A bill called the Democracy Restoration Act has recently been introduced in Congress, to make restoration of voting rights to ex-felons a nationwide matter.
Felons lose their right to vote upon conviction in most states. However, once their sentence has been served, they have the right to apply to restore the right to vote.

It's not clear what "rights" you are referring to. You can petition the court to have your record expunged of the conviction, but that will only mean that the public will not be able to have access to it. Law enforcement and the courts will still know about it. Your request may get denied anyway. . . it is not often granted to convicted felons. ALSO; An expungement is NOT a pardon. You will ALWAYS be a convicted felon and subject to all the restrictions and limitations that carries with it.
