Can cruise lines raise rates after paid in full for fuel?

Yes. Most cruise lines have a disclaimer in their contracts that state this. If a barrel of oil costs above a certain amount at the time of sailing, then a small charge (usually around 5 or 10 dollars per day per person) is tacked on at the end of the cruise.
