Not legally. You could be charged for impersonation of a military Member, but as long as you arent wearing any distinct identifiers (ie Capbadge, or unit Slip-ons/ Eppilates, Rank, Pins, Medals & Badges, Regimental Buttons) You haven't earned and the clothing isn't a restricted item (Canadian Cadpat) and it is legally purchased at a surplus store (for paintball, airsoft, camping) etc

Depends on how they were discharged and whether or not they are members of the reserve. You should have a valid military ID of some type, active, retired, disability or reserve to wear a uniform. Medical discharge is entitled to wear the uniform on proper occassions.

Yes, although in many countries they are required to not wear certain badges or insignia such as the official emblem of that country's armed forces, and some items are also restricted in use (such as wearing both a rank and a badge at the same time).

It depends on the intent. If a person wants to wear uniform items, its allowable. But if a civilian wears a CURRENT military uniform with the intention of making others belief that he/she is an actual military person.

It's illegal.

Can a nonpartisan non-profit organization legally use a photo of military personnel in uniform?

Provided the photo is of the uniforms and not the personnel. It's sort of like this: The Geneva Convention prohibits firing upon personnel with a fifty caliber machine gun, however does not prohibit firing upon equipment. Keep in mind that everything issued by the military that is not a weapon is equipment. Yes, uniforms, boots, socks, underwear, as well at load bearing equipment such as packs and the strap on a soldier's weapon are equipment. So, provided you are posting a photo of a collection of soldiers' uniforms that a group of soldiers just happen to be wearing, no problem.
