They shouldn't, no. Dogs should avoid citrus fruits and the skins of citrus fruits such as Oranges.

Citrus fruits are very high in acids which erodes away teeth. Citric acid causes roughly the same amount of damage to dog's teeth as sugar. The skin contains this acid too. Bear in mind that dogs don't stumble into the bathroom every morning to brush their teeth.
