Yes, it does. One of the local humane societies uses it as a cheap way to get rid of fleas, and I have used it for several years. The generic with the same active ingredient also works just as well. Try it and you will see the fleas washing off, and those that remain are stunned or dead.

A great many dogs suffer from skin problems owing just to being shampooed with preparations made for humans. Even the mildest baby shampoo will cause them to itch.
There are great and inexpensive dog shampoos on the market; if these are still too expensive for you, a daily session under a just-warm shower followed by a good towelling, especially in cold weather, will make a big difference.
Never use dog shampoos on cats, and vice versa.
If your dog is suffering badly from itching, take it to a veterinarian or animal clinic.
