When we talk about formatting, this means the removal of all data on the disk as well as the operating system (OS). This is often done in order to reinstall a faulty OS or to install a now one.
Basic formatting of the drive deletes the file allocation table leaving the drive "empty" to be installed over (similar to a major delete, but without the recycle bin option); low level formatting of the drive (normally done through the motherboards ROM system) "wipes" all contents of the drive.
I suppose the notion of formatting the drive and slowing it down comes from the fact that the read/ write function performed by the disks heads may in some way damage the disk. This is simply not true.
HOWEVER, solid state drives should not be continually formatted and should not have any form of optimisation software run on them. They work according to different principals (as opposed to a magnetic drive), and continual reading and writing of data to the sectors does actually cause them to become "worn", the entire cluster is then no usable; the unusable clusters are stored in a portion of the memory so that the computer cannot access them and try to store data over the "bad cluster". The same applies to flash drives as they are a smaller version of a solid state drive.
