Yes, they can go outside for fresh food and fresh air. Make sure you don't take them out on windy days or hot days. Since they have soft fur, they could really heat up on hot days. And they just don't like the wind. It makes them feel uncomfortable. Make sure hamster have a little play area outside do they won't escape. There are even some hamster leashes you could buy, but they are hard to come by.

If the weather is nice, sure. But be aware of that Hammy, while tame in the house, may just make a break for freedom. Also, if you let him on the ground, make sure it isn't an area that has been sprayed with anything toxic. Also, hamsters are on the bottom of the food chain, a tasty tidbit for most creatures. If you just want to let him play, I'd suggest a hamster ball.

In their natural habitat, dwarf hamsters did and do live outside. But, they have burrows underground, and therefore, heat can stay and keep a hamster warm. It is most definentley unadvisable to keep a dwarf hamster outside. It would most likely die of heat or cold issues.

It depends on how long the car trip is. Just always make sure that your hamster has enough food and water to last the whole ride, and don't move the cage around alot because the hamster might get frightened. It is also not a good idea to take your hamster our of its cage either during the trip either.
