Not really, iPhoto is more for sorting your photos but you can perform simple edits on pictures, for example removing red-eye and cropping. You can still buy Photoshop for Macs, though.
No, it comes with iPhoto. Photoshop 7.0 for Mac can be purchased just like it can for a Windows PC. I know of no computer that comes with Photoshop pre-installed. You can also purchase Apple Aperture from Apple.
