Technically, you could but they probably won't mate. At least a 40 gallon cage is required for one adult bearded dragon, and larger is recommended for two. If they are being mated, they need a lot of space and they have to be able to access some kind of rock or log that is higher up than the others, so the male can feel dominant when he climbs on top. The substrate in the terrarium needs to be something that can be dug in to make a proper burrow that doesn't collapse, but make sure it's digestible otherwise they could get impacted and die. Once the eggs come out, they need to be stored in an incubator, and then the babies need another terrarium of their own, after they hatch, so the parents don't eat them.

Yes but he would be happier in a bigger one where he can excersise more. As long as he is taken from the tank for handling and excersise a 20 gallon would suffice.
No that is to small for a Bearded Dragon. A baby should have no less then a 20 gallon, adults should have 75 minimum. An ideal size for an adult should be 120 gallons

Well normally at it's full size you would need a 45-50 gallon tank which is what i use for my beardie Louie, because it gives them enough room to run around and be comfortable so i would not ever even waste my time getting a 40 gallon tank
Your bearded dragon will become fully grown regardless of the size of the enclosure, provided you properly meet its needs for food, UVB, heat, and hides, but a MINIMUM of a 60 gallon sized tank would be recommended for the adult lizard to be free of stress and have enough room to be comfortable. Bigger is, of course, better.
