No. You should scape out the old stuff before putting in new. If the original stuff is failing, anything you put on top will be on a bad foundation. Nothing lasts with a bad foundation.

Yes

Do you paint first and then caulk?

Caulking can be done either before or after painting depending on how steady a hand you have. Be sure to use a "Painter's" caulk, which is latex based. Silicone based chalks can NOT be painted over.

Can 100 percent acrylic paint be used to paint over latex paint?

100% acrylic paint can definitely go over latex. Acrylic paint actually is the same thing as latex paint. Some manufacturers differentiate their products as 100% acrylic and also have a product called latex that is made of acrylic plus co binders and other additives. So while one is 100% acrylic and the other is a mixture they are both water based and considered latex.

Can you use acyd paint over latex paint?

If you really want to ... yes. It might cause some issues later but should work for the most part as long as you apply a thin layer of paint. Acrylic house paint is normally a latex paint, so there should be no problem painting over a latex with acrylic. The only exception is if it is a solvent based acrylic silicone type paint. In this case, the coating will melt the latex paint, and if overworked while rolling, mix on the surface, which is normally a driveway or floor, discoloring the top coat.

What is the strongest caulk available?

Usually caulk is not intended to be terribly strong, it's intended to fill holes, sometimes ahead of painting. A pure silicone will be pretty strong. A siliconized latex is also pretty strong, and can usually be painted over. If you want strength, look into construction adhesives. They're strong enough for things like bonding subfloors to joists.

Can you put a clear epoxy over a latex concrete stain?

No, there is nothing for the Epoxy to bond to. The latex is creating a "bond breaker." You will need to use a water based or water born sealer with at least 20% solid acrylic. DO NOT USE solvent based sealers over latex. It will wrinkle the latex.

How can you tell if a room was previously painted with oil-based paint or latex paint?

Any paint and decorating store should have little pads (like wet-wipes) that you rub onto the painted surface. Whether or not the paint rubs off will tell you what kind of paint was originally used.
