A television is not a personal computer so it can't be used for internet Surfing, wireless or otherwise.
However, there are an increasing number of combined televisions and computers that have basic computing functionality built in. The computer will normally allow browsing, media replay from a hard disc or across a network and streaming of live video. The television functions of receiving and displaying broadcast video from a cable, terrestrial or satellite service is a separate function although manufacturers are integrating the control of both television and computer as far as is possible.
The combination of computer and television makes a lot of sense. Sharing a screen with its video decoding functions between both is an obvious way to reduce the amount of hardware needed in a room. As television programming becomes more available via Internet sources, the two technologies are moving closer together. It will not be long before computers and televisions are fully combined into a single device.
For the time being, any television that allows surfing functions will have the function highlighted in all sales literature. Note also that a computer with a DVI or HDMI output can use most modern televisions as a computer display, so it may be possible to use the screen for surfing even if there is a separate computer to do it.
