No it cannot.
Popcorn cannot hold in moisture or keep weeds from growing since it does not stay long enough on the ground. Therefore, popcorn makes a very poor mulching material. Popcorn contains little nutritional value besides fiber so having it decompose in a garden would also offer little help. Indeed, it is likely to cause more harm since popcorn would attract animals and insects that could potentially tear up plants or devour them as well. Also, many types of popcorn contain preservatives, food dyes, and additives that you might have potentially derogatory effects on your garden.
Answer: I beg to differ. While I agree it is probably not the best mulching agent, it definitely can be used as such and will provide mulch's biggest contribution, which is the reduction of weed germination by simply blocking the sunlight. In time, providing enough is provided, it will grant all the benefits of mulching though I doubt it will be profitable. In fact, corn husks would be much better. ;)

I was wondering the same thing as I have loads of eucalyptus leaves falling onto me vegetable garden. I believe that any type of mulch may be used. Wooden mulch is for the most part decorative, but it also deters weed growth. I would say there aren't any disadvantages to Silk Oak mulch unless you know it to be particularly basic or acidic, in which case you would have to compensate. I would advise using a compost as a topsoil before applying the mulch.
