I don't think so -- state police reports are usually cast in stone...but who knows, maybe Pennsylvania, which went blue in '08 can recant and go back to '06 and change things.
At any rate, this question doesn't belong in Literary Terms.
A theory can definitely be modified. When there is ample evidence of the theory's correctness (sorry, cannot think of the proper word there), then the theory can be declared a law.
