It's possible, but rare, if it is sufficiently distinctive when used on the goods or services as a brand. The rules can be a bit fuzzy regarding public perceptions.

For comparison, a slogan may become a registered trademark, but not if it is purely informational, laudatory, or descriptive (e.g., "The World's Best Beer" not registrable, but "greatest show on earth", registered in 1891, 2005). Examples of registered slogans: "Kids say the darndest things," quoting Art Linkletter, owned by CBS as a brand for a TV show; "It's finger lickin' good", Kentucky Fried Chicken, "Here's Johnny" (quoting Ed McMahon), line of cologne and wearing apparel licensed by Johnny Carson.
