It can be used as a mulch but as fertilizer, it will not add much to the soil except for mass. Newspaper is near sterile and can be used to wrap a newborn infant in.

Shredded newspaper will decompose in a compost heap and will help the biomass. Also dug into the bottom of a trench it will help retain moisture in light soil.
