Yes. They have virtual Autonomy over the law, and not even your Governor is allowed to intervene. My experience has been that they write reports and when you go to court your not allowed to say anything about anything that is wrong with it even if it makes you out to be the worst person in the world. They make a decision that is based on "their" reality of the situation deriving on these inaccurate reports and if you break a written agreement it's now turning in to a one strike your out policy, even for something seemingly trivial.
Expiry dates should be within the agreement. You should contact the official who helped you get it if you have any worries(if the police do not need to be involved).
