Yes. Not only can you file a lawsuit if you have a criminal case pending against you but even if you have been convicted of a crime and are in prison you still have the right to file a civil lawsuit. Your participation in the lawsuit will be restricted by all lawful restraints imposed on you by virtue of being in prison.

A civil suit cannot turn into a criminal case, but it can prompt one. For example, if a party were to file suit against someone for damage to property, the pleadings or evidence presented trial may come to the attention of law enforcement, who may opt to commence criminal prosecution. While the plaintiff in the civil case would probably be a witness in the criminal prosecution, and the evidence in both cases would be similar, they would be two different cases with two different purposes, and the outcome of one is not binding on the other.

Likewise, a criminal case may lead to a civil lawsuit. A popular example of this is the OJ Simpson case. Simpson was tried and found not guilty of criminal murder. Even though he was found not guilty, the victim's family commenced a civil suit for wrongful death, seeking monetary damages. The family won in that case, and was awarded substantial damages. Even though one jury did not convict Simpson of the murder, a second jury found him financially responsible for the victim's death.

If you are going to be the complainant, and the two cases are somehow related - you must wait until the outcome of the civil trial to determine if you have an 'actionable' case.

If you believe you are going to be the subject of the criminal charge, yes, you can become the object of a criminal investigation at any time. Your status of being involved in a civil lawsuit will not protect you from a criminal charge.
