The United States Constitution, for example, says: No state shall, without the consent of Congress, ... enter into any agreement or compact with another state, or with a foreign power .... (US Const. Art. I, sec. 10, para. 3).

This has been interpreted to mean that US states cannot make agreements affecting politics or security with foreign countries but they can make economic and cultural agreements.

States do not have the power to make treaties with foreign countries. Article II, Section 2, Clause 2 of the US Constitution expressly reserves that power to the President subject to the advice and consent of the Senate.
