Yes, you can. Although, if you move the end that you have cut and do not move the end at your roof penetration, you could develope a leak at the flashing. To prevent this, try moving the portion of the stack closest to the roof as well. I would use 45's instead of 90's due to plumbing codes for a vent.

Yes, you can do it exactly as you are describing, without any other vent, flashing, or leak worries. If you have room for 45's, that is the best way to go. If not, make sure the 90's you use meet your local code for "sweep", in other words, the radius of the bend. Most codes require either a "medium" or "long" sweep on drain piping.
