Can the Palestinians have citizenship as Palestinian?

Citizenship can be granted only by a nation. As of 2009 there is no internationally recognized nation of Palestine. However the Palestinian government has promoted the idea of granting Palestinian citizenship while under illegal Israeli occupation and have issued Palestinian passports to Palestinian refugees and residence who live in occupied West Bank, Gaza Strip and East Jerusalem.
