The Constitution established the principle of federalism, a dividing and sharing of powers and the principle of separation of powers and checks and balances. Each branch has its own powers and can check the powers of the other two branches. Congress has powers to check the executive branch, by overriding a veto,as noted above, as one example. Congress may enact legislation the President does not want and may pass it over his veto but the President may also use the "pocket veto" in which case the congress is not in session at the end of ten days the President has to sign or veto a bill, and then the bill does not become law. The Congress may not overpower the Executive Branch by the use of force.
