Not in the legal sense. In the US a minor who is pregnant or has a child has all the same rights to her child as does an adult. The minor cannot be forced to have an abortion, place the child for adoption or in forced to relinquish her parental rights in any manner except by a direct order of the court. The court does not have the power to force a minor female to have an abortion or place a child for adoption but it can remove the child from the mother's care if there is proof of abuse or neglect. A pregnant minor who needs assistance should contact the state's division of children and family services (sometimes called health or human services or something similar). What happens when an illegal mother has a son in the US?

When an undocumented mother has a child in the US, the child automatically becomes a US citizen under the principle of birthright citizenship enshrined in the Constitution's 14th Amendment. However, the mother's immigration status remains unchanged, and she may continue to live and work in the US without any lawful immigration status. The child may petition for their mother's legal status when they turn 21 years old, but until then, the mother may be subject to deportation.

Can a mother file for abandonment if she will not let the children go with the father?

It would be cruel to file abandonment charges against the father simply because he had no way of picking the child up. Arrangements could have been made. It is time both parents thought of the child and not themselves. If the father tried his best then accept it; if he is a dead beat father and the mother cannot rely on the father then file abandonment charges.
