It's unfortunate that the board cannot conduct its business because the behaviour of a few members disrupts the meeting. Usually, unless it's the annual meeting, members are invited to observe open board meetings, and are not allowed to participate unless called upon, or unless a member has an item on the agenda and is invited into a discussion for the item. (Annual meetings usually have an open floor period when any member can speak.)

When a board meeting ceases to be useful, certainly at the prerogative of the president, the meeting can be adjourned and duly postponed until a later date.

Read your governing documents to determine whether or not they dictate that meetings shall be run under Roberts Rules of Order.

If not, best practices dictate that the president state that all meetings will be run using Roberts Rules of Order. This is a convenient and effective tool that meeting leaders can use to control and manage meetings.

'Unruly members' may be an indication of unresolved issues.

One recommendation is: The president asks 'unruly' members to write letters -- with one issue per letter -- to the board, and request an entry on the board meeting agenda to discuss the issue.
